General conditions :

Qualification:
A. Candidate must:

iii. A Fellow of the Royal Institute of Chemistry of Great Britain Branch (Branch. E.) or

HOW TO APPLY
a.  The name of the post applied for should be clearly written in “bold letters” in the Envelope containing the application form.

c.The last date of receiving duly filled up application form in the Commission’s office is fixed on 21/11/2016 during office hours.

HOW TO FILL UP THE FORM

b. Essential  Qualification : 10+2  +  Diploma  in  Pharmacy (D.Pharma) (2 years Full Time) from  a  recognized Institution/ University.

Total Basic+ Personal Pay per month : Rs 15910

The components of other benefits and allowances are as follows:-
1. Dearness Allowance (IDA revised quarterly) on the Basic Pay + Personal Pay;
2. House Rent Allowance (when Company Quarter is not provided);
3. Special Compensatory Allowance @ 10% of Basic Pay + Personal Pay;
4. Special Allowance @ 5% of the Basic Pay + Personal Pay;
5. Washing Allowance @ Rs. 75 p.m.
6. Provident  Fund  contributions  will  be  calculated  taking  into  account  the  Basic  Pay  +
Personal Pay + Dearness Allowance components of the Consolidated Emoluments.

AGE LIMIT (RELAXATIONS /CONCESSIONS)
a) Upper Age limit: not above 28 years as on 15.09.2016 for Unreserved Category (UR) candidates.
b) Upper Age limit is relaxable by 5 years in respect of SC/ST candidates.
c) Upper  Age  limit  is  relaxable by  3 years  in  respect  of  OBC  (Non  – Creamy  Layer)  candidates. Candidates  belonging  to  OBC  Category  are  required  to  produce  recently  obtained  Community Certificate  in  proof  of  their community at  the  time of their  verification  of  original documents/certificates  (not  older  than 6 months  as  on 15.09.2016)  in  the  format  prescribed  by Government  of  India,  stating  that  they  do  not  come  under  the  creamy  layer,  from  a  Competent Authority failing which they shall not be allowed further.
d) In respect of Persons with Disabilities (PWDs), Upper Age limit is relaxable by 10 years, which will be over and above the relaxation admissible for candidates belonging to SC/ST/OBC.
e) Ex-Apprentices  of HAL (who had undergone apprenticeship  training  at HAL, Koraput  or  any  other Divisions of HAL only) would be given the age relaxation to the extent of the period for which the Apprentice had undergone training in HAL Divisions under Apprentices Act, 1961.
f) Proportionate  relaxation  in  upper  age  limit  will  be  given  to  the  candidates  having  relevant  work experience. The  upper  age  limit  is  relaxable  for  candidates  with  relevant  post  qualification experience,  to  a  maximum  extent  of  7  years.  Relaxation  in  age  would  be  one  year  for  every completed  year  of  relevant  post  qualification  experience  over  and  above  28  years  subject  to  a maximum age  limit  of  35  years. This relaxation  with  relevant  post  qualification  experience  as applicable to the concerned candidates is over and above the upper age limits as admissible from point (a) to (e) above.
g) For  candidates who had ordinarily been domiciled in  the  State  of Jammu & Kashmir during the period of 01-01-1980 to 31-12-1989, upper Age limit will be relaxed by 5 years.
h) Relaxation  in  upper  age  limit  for  Ex-servicemen  will  be  applicable  as  per  Government  of  India guidelines.

SELECTION PROCEDURE
I. Selection  of  candidates  will  be  done  through  Written  Test, based  on  the  Marks  secured  in  the  order of Merit in the respective category.
II. Shortlisted  candidates, on  the  basis  of  marks/percentage  scored  in  the  qualifying  examination(s) prescribed  for  a  particular  trade/discipline,  would  only be  called  for  Written Test. Candidates have to appear Written Test at their own expenses, on the date, time &  venue,  which  will  be  mentioned  in  their  Admit  Card. The  candidates  have to  download  their Admit Card from HAL website.
III. The Written Test will be held tentatively at Bhubaneswar on date: 18.12.2016.
IV. Candidates are required to bring any one of the following Original Photo Identity Card, along  with  a  Xerox  copy  of  Photo  Identity Card which  is  duly  self-attested,  to  prove  their  identity  before the Invigilator, failing which they will not be allowed to appear for the Written Test:-
o Voters ID card
o Driving License
o Aadhaar Card
o Passport
o PAN Card
o ID Card (by Central/State Govt./PSU for their employees)
o ID cards (by Government Agencies authorized)

V. The  Written  Test  will  be  of  Two and  Half  hours  duration.  The  test  will  be  in  three  parts  &  comprising  of  Multiple  Choice  Questions (MCQs).  Part  – I  will  consist  of  20  MCQs  on  General  Awareness. Part – II will consist of 40 MCQs on English & Reasoning. Part – III will consist of 100 MCQs on the concerned discipline. Each question carries one mark each and there is no negative  Mark.
VI. The  claim  of  the  candidates  with  regard  to  the  date  of  birth,  educational  qualifications,  experience and category are accepted provisionally on the information provided by them in online  application  is  subject  to  verification  and  meeting  the  prescribed  standards  of  HAL.    Mere  admission to written test or inclusion of the name of a candidate in the merit list will not confer  any  right  for  employment.  The  candidature  is  therefore,  provisional  at  all  stages  and  HAL  reserves the right to reject candidature at any stage of the engagement process.
VII. Candidates  qualifying  in  the written  test  will  be  called  for  Document Verification  in  the  order  of  merit, wherein candidates will be required to produce Testimonials/Documents in support of Age;  Qualification;  Caste/Tribe/Class;  Experience  and  other  advertised  eligibility  criteria.  The  Testimonials/Documents should be in the possession of the candidates as on the cutoff date (last  date) for receipt of application. Inability of the candidates to produce the requisite documents at  the  time  of  Document  Verification  shall  render  them  liable  for  non-consideration  of  their  candidature. No undertaking for production of documents in respect of eligibility criteria with regard  to Age, Qualification & Experience on a later date will be allowed.

PRE-EMPLOYMENT MEDICAL EXAMINATION
1) Applicants should be of sound health and should meet the medical standards prescribed by the  Company.  Appointment  of  provisionally  selected  candidates  will  be  subject  to  receipt  of  satisfactory medical report from HAL Company Doctor. No relaxation in Health standards will be  allowed.
2) Different  pre-employment medical standards  are  prescribed  for  candidates in  the  age  group  of  ‘40 years & below’ and ‘above 40 years’.
3) Persons with Disabilities (PWDs) suffering from not less than 40% of the relevant disability shall  be eligible for the benefit of reservation/relaxation. Candidate who wants to avail the benefit of  reservation  under  PWD  category  is  required  to  submit  a  “Disability  Certificate” issued  by  the  Competent Authority, in the prescribed format, at the time of verification of original certificates/  documents. However, photocopy of the same may be attached with the application.
4) In respect of Persons with Disabilities (PWDs), the suitability for appointment, in relation to the  disability,  will  be  decided  on  the  basis  of  reports  of  the  Medical  Board  attached  to  the  Special  Employment  Exchanges  for  Physically  Handicapped. SPECIFIC TERMS & CONDITIONS OF TENURE BASED ENGAGEMENT
a) The Engagement of Tenure Based Personnel, against this advertisement, will be for a maximum  period  of  Four  Years  from  the  date  of  engagement.  The  tenure  will  come  to  an  end  automatically on completion of four years period from the date of joining, without any further  notice.
b) The Tenure Based Engagement will not confer any right on the Personnel to claim the status of a  regular employee of the Company.
c) The    Tenure    Based    Personnel    will    abide    by    various    Company    Rules    &  Regulations  governing,  carrying  out  the  assigned  tasks  and  their  conduct,  like  Standing Orders,  Transferability  to  other  Departments  or  Divisions  or  Places,    Termination    of    Contract    for   reasons  of  non-performance  or  poor performance or without assigning any reason, etc.
d) Tenure Based Personnel    will be  covered under  the Income Tax, Service Tax, Professional Tax,  etc. as per the applicable Rules and all such Taxes would be payable by them.
e) The engagement of Personnel, for the posts (on tenure basis) against this advertisement, will be  on full time basis.  Absence from duty other than authorized leave / Company Holidays will result  in proportionate reduction in the Consolidated Remuneration.
f)  The  performance  of  the  personnel  engaged  on  tenure  basis  will  be assessed as per the  Company Rules. In case of non-performance or poor performance, the contract of engagement  can be terminated, without assigning any reason.
g) The    tenure    based    engagement    can  also    be    terminated,    at    any    time,    by  giving    one   month’s  notice in  writing  (by  either  party)  or by  payment  of one  month’s  Basic  Pay  +  Personal  Pay  +  DA  components  in  the Consolidated Remuneration in lieu of the Notice.
h) Selected  personnel  will  undergo  induction  training  for  a  period  of  8  weeks.  They    will    be   assigned  specific  jobs  /  projects  /  programmes  as  per  the requirement of the Company.  They will be engaged in the Direct Technical areas wherein they are required to operate more  than one machine at the concerned Workplace. Paramedical Staff will be engaged in HAL Medical  Department wherein they are required to perform the duties as assigned by Head of the Medical  Department.

GENERAL INSTRUCTIONS
a) Only Indian Nationals need to apply.

General Information / details about the post :

HOW TO APPLY
a.  The name of the post applied for should be clearly written in “bold letters” in the Envelope containing the application form.

b.  Application form may be obtained by downloading the same from the APSC’s website www.apsc.nic.in.

c.The last date of receiving duly filled up application form in the Commission’s office is fixed on 21/11/2016 during office hours.

d.   Applications (including applications received through post) received after the last date fixed for receipt shall not be entertained.

e.    Applications which are signed by the candidates and accompanied by all particulars as called for in the application form prescribed by the Commission only shall be considered and candidates fulfilling all the terms of the advertisement of the respective posts shall be called for a Screening test / Viva-voce interview where necessary as decided by the Commission.

HOW TO FILL UP THE FORM

The photograph must be signed prominently. The Commission shall not be responsible for detachment/ loss of the photograph.

b. Since the practice of furnishing attested copies of certificates/mark sheets etc. by competent authority has been discontinued by the Govt., the applicant shall furnish copies of certificate/mark sheet etc. declared by himself/herself as certified to be true copy of the original along with the application.

c.  In case of detection of any false declaration / statement made by any applicant, his/her application will be rejected and will also be penalized as per Rules/Law. GENERAL TERMS AND CONDITIONS :
1. These posts will be governed by Rules & Regulations of Pt. B. D. Sharma University of Health Sciences, Rohtak Act, 2008 as amended from time to time.

5. Application fee Rs. 1000/- for Class I&II posts and Rs.600/- for other various Non-teaching posts for GC Candidates is to be paid online on the University’s online application submission portal. Applicant must check his/her eligibility before depositing the fee. The application fee is non-refundable. Applicants belonging to reserved category i.e SC/BC-A/BC-B of Haryana Domicile, shall be required to deposit the fee of Rs. 250/- and Rs. 150/- respectively at the time of submitting online application. PH and ESM candidates are exempted from the application fee. As per Govt instructions, women applicants shall be 9 granted 50% concession in application fee. The applicants, who wish to apply for more than one post, will have to deposit additional fee depending on the number of posts applied for.
6. Age limit for various posts is from 18 years to 42 years and has also been mentioned against each post in the table. Relaxation of 05 years for SC candidates and 05 years for BC candidates will be given. Age relaxation of 10 years for persons with disability will be given as per Haryana Govt. policy/instructions issued from time to time and is restricted to Haryana domiciles only. The upper age limit prescribed for appointment to any service or posts shall be relaxed in favour of ex-serviceman to the extent of his military service added by three years provided – (a) He has rendered continuous military service for a period of not less than six months before his release; and (b) He was released otherwise than by way of dismissal or discharge on account of misconduct or inefficiency.
7. Freedom fighters and their children/grand children:-This reservation will be available only if quota reserved for Ex-Servicemen or Backward Classes remains unfilled to that extent due to non-availability of suitable Ex-serviceman or their dependents or non-availability of suitable applicants from Backward Classes. Overall reservation either from the unfilled vacancies of Ex-servicemen or from the Backward Classes for Freedom Fighters/ their children/grand children will remain limited to 2% only. This benefit will be available to all grand children i.e. sons and daughters of sons and daughters (paternal as well as maternal) of the Freedom Fighters.
8. The applicants who are already in Govt./Semi Govt./Corporation or Autonomous Body Service should send a printed copy of online application through their respective Head of Institute or ‘No Objection Certificate’ may be submitted at the time of interview failing which the applicant will not be allowed/considered for interview.
9. Applicant must also bring printed application form duly signed by him/her on all the pages along with all the original documents listed at serial number 4 of the general terms and conditions and one set of self attested photocopies of the said documents. All these should be submitted at the time of interview.
10. If the number of applications received are more than 03 times of the advertised posts then the applicants may be either asked to appear for the written/screening test or may be screened on the basis of marks of relevant academic qualification in the ratio of 1:3 (for a single post 1:5). For posts where written/screening test is required, the Admit Card may be downloaded by the applicants. The notification for conducting the written/screening test shall be uploaded on the website and no separate letters will be sent.
11. Mere submission of the online application, permission for appearing in written/screening test and call for interview does not mean that the applicant is eligible for the post applied for. The eligibility shall be verified just before the interview as per the qualifications, experience and other terms and conditions given in the advertisement.
12. Details of the Research work/Publications, wherever applicable (in annotated form) indicating index/nonindex status supported by relevant documents must also be furnished at the time of interview. Any other relevant outstanding National/Inter-national achievements in the profession supported by the documents, if any, must also be supplied.
13. Number of posts is liable to increase or decrease, including complete withdrawal without assigning any reason.
14. The SC/BC-A/BC-B/PH candidates are required to submit SC/BC-A/BC-B/PH certificate duly issued by the competent authority at the time of interview. In addition to the above any other Certificate of extracurricular activities (sports) i.e. Prize or position in an international/national/inter-university/athletic meet and college colour, if any, must also be supplied. The applicant shall be required to produce the sport gradation certificate issued by the Director Sports Haryana. ESM/DESM are required to produce the fresh Eligibility Certificate duly issued by the respective Zila Sainik Boards at the time of interview. The candidates applying for PH category should submit certificate issued by the Authorized Medical Board.
15. The posts of reserved categories will be filled up as per Haryana Govt. policy/instructions applicable/issued from time to time.
16. Three percent of the posts shall be reserved for persons with disability (PH category) for which only applicants with Blindness/Hearing Impairment and loco-motor/orthopaedic disability (40% and above) are eligible. A person who wants to avail of the benefit of reservation would have to submit a Disability Certificate issued by a competent authority on the prescribed format at Annexure D of Govt. of Haryana, General Administration Department (General Services III Branch) vide its notification No. 22/10/2013- 1GSIII dated 15.07.2014.Suitability of the persons being considered for reservation under the PH category, various types of disabilitieshave been identified for different posts as per provisions of the notification. These include: Staff Nurse-OL, Stenographer/Stenotypist-OA/OL/BL/OAL/LV, Clerk- OA/OL/OAL/BL/B/LV/HH, X-Ray Technician (Radiographer)-OL/HH, Lab Technician-OL/HH, Operation Theatre Technician-OL/HH; (OL-One Leg, BL-Both Legs, HH-Hearing Handicapped, OA-One Arm, OAL-One arm and one leg, B-Blind, LV-Low Vision).
17. In case any applicant belonging to Scheduled Castes or Backward Classes or any other reserved category applies against General Category post, he/she must fulfil the conditions of eligibility regarding age/application fee, etc. as are meant for General Category candidates (as per Govt. instructions).
18. In case any discrepancy is detected in the document submitted by the applicant or in the process of selection, at any stage even after the issue of appointment order, the University reserves the right to modify/withdraw/cancel any communication made to the applicants.
19. The decision of the appointing authority in all matters relating to acceptance or rejection of application, eligibility/suitability of the applicants, mode and criteria for selection etc. shall be final and binding on the applicants.
20. The panel shall be utilized as and when the requirement arises in the projects in the relevant field/area. Candidates have the option to interact in Hindi/English before the committee. c) The positions are purely temporary on contract basis and co-terminus with the sponsored projects.

d) In case of Universities/Institutes awarding CGPA/SGPA/OGPA Grades etc., candidates are requested to convert the same into percentage based on the formula as per their University/Institute. d) HRA will be applicable as per provisions of the projects.
